In my headcanon, Ty Lee and Azula had something like a relationship, but it wasn't healthy- Ty Lee was afraid of Azula, and even though there was love between them, I think it was overshadowed by their unhealthy power dynamic. I'm not even sure that canon!Azula knows how to express love, really. There was no way it could have lasted long-term, even if the whole Boiling Rock incident hadn't happened.
But I really love AUs where they can be together in a more healthy, sustainable way. I'm kind of a sucker for this pairing. :)
